Coopchik engineers $18M for Oakland Federal Building.


In one of the largest and most creative real estate loan refinancings of 1992, Scott C. Coopchik, executive managing director of The Galbreath Company, has completed a $180 million construction loan for the Oakland Federal Building. The 1-million-square-foot property, which is being developed by DWA-Fed Oak Inc. for the federal government, will stand as Oakland's largest building.

The construction loan was secured from the Federal Financing Bank Federal Financing Bank

A federal institution that lends to a wide array of federal credit agencies funds it obtains by borrowing from the US Treasury.

) in a complex transaction that will be converted to a long-term mortgage once development of the towers is completed in August 1993.

 Coopchik, this deal marks the first time that the Federal Financing Bank has retained a loan during construction.

The development team is comprised of Galbreath, Walsh Construction and the Guy F. Atkinson Company, according to Coopchik, the project's executive director.

The complicated arrangement provides the FFB with the security it requires and pre-ordains the success of the project.

The Oakland Federal Building will be fully occupied by various government agencies including the Internal Revenue Service, Department of Veteran Affairs, U.S. Attorney, National Labor Relations Board National Labor Relations Board (NLRB), independent agency of the U.S. government created under the National Labor Relations Act of 1935 (Wagner Act), and amended by the acts of 1947 (Taft-Hartley Labor Act) and 1959 (Landrum-Griffin Act), which affirmed labor's right , Department of Energy, Department of Labor and GSA.

Construction of the project began in December 1990. Galbreath has been awarded the property management for the building by the GSA.
