THE CLINTON Administration's "Climate Change Action Plan" calls for an enormous expansion of the Cool Communities program in cities and federal facilities. Under the new plan, AMERICAN FORESTS American Forests is a nonprofit conservation organization that promotes healthy forests and urban tree planting. The organization was established in 1875 as the American Forestry Association, by physician/horticulturist John Aston Warder and a group of like-minded citizens will work with the Department of Energy (DOE) and a host of existing and new partners to expand the program from its current seven demonstration communities to a total of 250 cities and 100 Department of Defense bases over the next 10 years.
