Contradictory reports fuel recycling debate.

E reported last March on a recent study by the National Recycling Coalition that said the recent backlash against recycling in New York City New York City: see New York, city.
New York City

City (pop., 2000: 8,008,278), southeastern New York, at the mouth of the Hudson River. The largest city in the U.S.
and elsewhere was the result of poor consumer education and mismanaged waste removal systems (see Currents, "Growing Pains grow·ing pains
pl.n.
Pains in the limbs and joints of children or adolescents, frequently occurring at night and often attributed to rapid growth but arising from various unrelated causes.
"). But on the eve On the Eve (Накануне in Russian) is the third novel by famous Russian writer Ivan Turgenev, best known for his short stories and the novel Fathers and Sons.  of the Big Apple's resumption of full-scale recycling, New York City's Independent Budget Office (IBO Ibo: see Igbo. ) reports that recycling cost about $35 million more in 2002 than conventional disposal. The key factors were the additional man-hours and driving miles associated with the pick-up of separate types of waste.

But critics of the IBO conclusions counter that when New York switches over to a more cost-effective system of collecting recyclables later this year, the cost differences will be negligible.
