Consumer web site unveiled.

A Web site where consumers can file and research complaints against insurers was unveiled by the National Association of Insurance Commissioners. And while insurers approved of the concept, they questioned how the database would be used.

The site (www.naic.org/servlet/cis.Main) was developed for consumers so they can be better-informed insurance buyers, said Montana Insurance Commissioner John Morrison, who has led the effort to get the site up since March.

At the site, consumers can fill out a complaint form, see other complaints that have been filed and get premium, asset and liability information on insurance companies. Morrison called it a "phase one rollout" and said the second phase would update the site to make it more accurate.

The possibility of adding rating information from firms such as A.M. Best Co. also was discussed.

A "Private Remedy Spreadsheet" provides information on which states allow lawsuits for unfair trade practices so regulators can see what other states are doing, and for those who "may want to use the civil justice system," Morrison said.
