) today applauded the announcement by the Federal Communications Commission Federal Communications Commission (FCC), independent executive agency of the U.S. government established in 1934 to regulate interstate and foreign communications in the public interest.  that it would issue regulations implementing all parts of the "Plug & Play" agreement reached by consumer electronics manufacturers and cable operators. The FCC was created under the U.S.  announcement, at its monthly open meeting held this morning, means that the breakthrough agreement reached last December can now be implemented, for the benefit of consumers and competition.

The Commission cited, as support for its jurisdiction in this matter, Section 304 of the 1996 Telecommunications Act, which requires the Commission to assure the competitive commercial availability, from manufacturers and retailers not affiliated with the service provider,of devices to receive any service offered by a Multichannel Video Programming Distributor A Multichannel Video Programming Distributor (MVPD) is a service provider delivering video programming services, usually for a subscription fee. Today CERC praised FCC Chairman Powell and his fellow commissioners for recognizing the importance of this issue, and issuing their Report and Order unanimously. Cable television had been the last consumer telecommunications or entertainment service that could be received only by renting a device from the service provider. CERC congratulated cable operators and consumer electronics manufacturers for their hard work to change this dynamic -- a goal to which CERC has been actively committed for more than a decade -- and pledged its cooperation in the completion of this deregulatory task.
