Construction.

It has been three years since Corrections Compendium queried each state's department of corrections regarding its continuing or planned construction projects (see the January and February 2002 issues). Prior surveys on the topic. particularly February 1999, noted a record number of new beds within continuing construction and planned construction projects. Construction projects were being undertaken at a feverish pace at that time. Forty-four correctional systems in the United States and four Canadian provinces responded to the current survey, and as is evident in the tables, an overwhelming number of the listed projects involve renovation rather than actual construction of new facilities.

Continuing Projects

No projects remained to be completed from fiscal year 2003-2004 in 17 reporting U.S. systems and in two reporting Canadian provinces. Renovations were indicated for 109 individual projects (70 in New York alone) and expansion of current facilities for 22 projects. Only 17 new facilities were still to be completed during that period. Other projects included security or utility upgrades, a microwave system in Florida, a dialysis clinic in California, fire code upgrades in all Rhode Island facilities and development of an egg-laying facility in South Carolina. Canada reported three renovation projects and the construction of two new facilities.

The continuing projects included 86 in the United States and three in Canada involving residential facilities and 12 projects in the United States on support or administrative buildings or areas (one project in Canada). The number of new beds resulting from these projects was 16,290, plus 52 individual projects in Texas not delineated. Canadian reporting systems increased new beds by 2,128. The estimated cost for all continuing projects in U.S. and Canadian reporting systems was about $1.08 billion and $148.5 million, respectively.

Planned Projects

As with continuing projects, renovations again represent the larger number of new projects planned for fiscal year 2004-2005 in the U.S. reporting systems. There were 42 new facilities to be constructed and 26 expansion projects. Another 25 projects involved security additions or utility upgrades. There are 102 residential facilities included in the planned projects and 22 projects for administrative or support facilities. Additionally, Hawaii is replacing three old community corrections centers and constructing one new treatment center on Maui. Louisiana is expanding its death row and its skilled nursing capability. In Texas, 317 facilities of various types are included in its planned projects. No construction projects of any kind were planned in 13 U.S. reporting systems and in two Canadian provinces.

As part of the planned projects, 22.392 new beds are slated to be included. The estimated cost for all the noted construction projects is about $1.95 billion, $874 million more than for continuing projects. Budgets are tight in most of the correctional systems, and the funding for 28 of the planned projects remains pending.

Site Selection Problems

As indicated in Table 3, only nine U.S. reporting systems and one Canadian province indicated that they had any problems with selecting a site for their planned construction projects; only a few involved problems beyond environmental issues. For its facility at Casa Grande, Nevada experienced problems involving cost, zoning, logistics and the size of the planned institution, while Missouri had yet to determine a proposed site for one of its planned projects.

Facility Closings

There were no closings identified in 86 percent of the reporting U.S. systems and six facilities in three of the reporting Canadian systems. In the U.S. systems, reports of closings were indicated only by California, Michigan, Nevada, Ohio and Pennsylvania, and those systems represented the loss of 5,456 beds.

Reassignment (Mission Or Security Level)

Table 5 shows that no changes were considered in 35 U.S. reporting systems. Colorado exchanged males for females in one of its facilities and females for males in another. Indiana switched a dorm from male to female without affecting their previous classifications. Michigan downgraded from Level 6 to Level 5 in its supermax facility at Ionia, and Virginia made the most changes by upgrading three of its field units to major facility status.

Conclusion

Budget slashing was indicated by most of the systems that identified no construction projects being undertaken, now or in the foreseeable future. With the ever-expanding, bourgeoning prison populations nationwide, it is unknown whether tightened budgets will continue to affect states' future decisions regarding prison construction. Nevertheless, these decisions will likely be based on factors having little to do with corrections such as states' budget deficits and sentencing decisions.
