Conservation board meetings are going to be televised; Planning chairman wins point of law.

STURBRIDGE - Starting next month, Conservation Commission meetings will be seen on public access television.

"It's good to see that the meetings are going to be televised," he said. "That's what good government is all about."

For months, Mr. Creamer has asked why the Conservation Commission meetings are not being televised and why the Board of Selectmen SELECTMEN. He found five cases in 2007 alone with "minimal effort," he said.

In addition, Mr. Creamer spearheaded a petition drive last month.

To date, he said he has gotten more than 500 signatures of registered town voters asking for the Conservation Commission's meetings to be broadcast.

The first time Mr. Creamer requested that the meetings be broadcast was at a selectmen's meeting in March.

On Aug. 16, Mr. Creamer sent an e-mail to the Board of Selectmen requesting information on why the Conservation Commission meetings were not being televised.

During the Board of Selectmen meeting on Aug. 20, Mr. Creamer said neither he nor town residents have received an appropriate answer.

"So tonight, on Aug. 20th, I am following up to see if you can offer a reason as to why a statutory board which has the authority to levy decisions over residents and businesses in the community are not televised?" he asked a third time.

Mr. White told him to ask the Conservation Commission Chairman, David M. Barnicle.

Although he agreed to ask Mr. Barnicle, Mr. Creamer said the original question came to the Board of Selectmen so he was following it up with them.

Mr. Barnicle replied to Mr. Creamer by e-mail: The Conservation Commission meetings are "conducted in the public eye," the commission "strictly adheres to the Open Meeting Law" and posts its agenda, "as required for public meetings."

In addition, the chairman stated that "many statutory bodies" meetings are not televised.

Mr. Creamer countered that the Conservation Commission is "an appointed body over which the general public has little input and ability to alter its decisions via the electoral process."

He added that the Conservation Commission has a "much greater statutory involvement, authority, and autonomy as it relates to the day to day pursuits by residents and businesses relative to any projects which may in any way impact water resources."
