Condoleezza Rice is coming to Liverpool; EXCLUSIVE Visit by world's most powerful woman.

US SECRETARY of State Condoleezza Rice is to visit Liverpool, the Daily Post can reveal.

In what will be the most high-profile state visit in several years, the senior White House politician will be arriving in the city in the next two months.

The right-hand woman of President George Bush will meet Foreign Secretary Jack Straw to tour the city as part of her visit to the UK.

Flying in aboard Air Force Two, the American Secretary of State will be shown around Liverpool and will attend a Capital of Culture reception where she will receive a presentation on Merseyside's plans for the year 2008.

It is thought a prestigious event will be held in the city to mark her arrival with invitations sent out to dignitaries shortly before the date.

Dr Rice, 51, is expected to stay a night in Liverpool before going back to London for further meetings.

 will be stepped up around Merseyside ahead of the potential future president's visit.

As part of her protection plans, details of exactly when she will arrive cannot be published until nearer the time for fear of sparking a terrorist threat.

Jack Straw told the Daily Post yesterday: "I have invited US Secretary of State Condoleezza Rice to visit the North West of England The West of England is a loose term given to the area surrounding the City and County of Bristol, England.

It is increasingly used - e.g. by the West of England Partnership - as a synonym for the former Avon (county) area.

She has been described as the Iron Lady of US politics and her rapid rise through the White House ranks has been heralded as a first for black female politicians.

One of America's leading politicians, Dr Rice has written several books on European and Eastern European politics including titles on Germany's unification and the Czechoslovak Army.

Her career includes several previous positions as a member on the board of directors for companies such as the Chevron Corporation, the Charles Schwab Corporation and the William and Flora Hewlett Foundation William and Flora Hewlett Foundation, philanthropic organization founded in 1966 by engineer and entrepeneur William R. Hewlett (1913–2001), co-founder of Hewlett-Packard, his wife, Flora Lamson Hewlett (1914–77), and their eldest son, Walter B. .

She studied Political Science at Birmingham, Alabama, was awarded a masters degree at the University of Notre Dame and her PhD from the Graduate School of International Studies at the University of Denver Background and rankings
The University was founded in 1864 as Colorado Seminary by John Evans, the former Territorial Governor of Colorado, who had been appointed by US President Abraham Lincoln.

Her political career has seen her work under both George Bush and Bush Sr administrations.

From 1989 through to March 1991 she served as Director and then Senior Director of Soviet and East European Affairs in the National Security Council and a Special Assistant to the President for National Security Affairs.

Although venues in Liverpool and the North West have not yet had confirmation of her visit, it is thought her trip will be high-profile rather than a secret visit.
