Concord Steam and Clean Power Development are complaining that Public Service of New Hampshire has refused to negotiate a contract to buy power from a proposed biomass plant in Berlin. Clean Power Development wants to develop the plant. The Berlin Daily Sun reported Clean Power argued that a power purchase agreement is a prerequisite to moving forward with financing and constructing the plant. PSNH said it's not required to agree to a long-term power contract with any electric generator or supplier.
