The assertion is based on the Studley Effective Rent Index, which reports that Atlanta's concession packages were up 44.4% in 2007. Although asking rents went up marginally in Atlanta during that same time period (from $29.35 to $29.90 psf), that rise is misleading. Tenant effective rents (the estimated cost of occupancy for tenants) actually declined in 2007, falling by 10.6%.

Atlanta posted the third highest increase in concession packages since last year (44%), only San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. San Diego includes the unincorporated communities of La Jolla and Spring Valley. Coronado is across the bay.  (108%) and Dallas (77%) had higher increases, while Chicago registered the largest cutback cut·back
