) is pleased to announce that through its Chinese partner, an agreement has been reached with Shandong Mobile Telecom Co. ("Shandong Mobile") for the use of its wireless GSM cellular system as the ground communications network The transmission channels interconnecting all client and server stations as well as all supporting hardware and software.  for the Company's Global Positioning satellite ("GPS") location project in Shandong Province, China.

Shandong Mobile is the Shandong provincial branch of China Mobile Communications, China's largest cellular telephone provider with 80 million subscribers.

As reported in the Company's June 13, 2001 news release, the Company and its Chinese joint venture partner have been granted the first official provincial license to provide GPS location services See mobile positioning.  throughout Shandong Province. Completing an agreement with Shandong Mobile represents an important step in the process and preparation of launching the GPS location operations.

GPS location rely on a sophisticated wireless technology that employs a system of 24 orbiting satellites and terrestrial monitoring infrastructures to accurately track and locate air, marine and ground vehicles with pin point accuracy. One of the applications of GPS location is Automatic Vehicle Location See mobile positioning.  or AVL (Automatic Vehicle Location) See mobile positioning. .

Each vehicle containing a GPS receiver can have its position determined through signals received from a combination of several satellites. Coordinates on the location of the vehicle are transmitted via China Mobile's GSM cellular system back to the control center where the unit is then tracked on an electronic map.

AVL services help to provide for effective and efficient asset management, safety and security against theft. Substantial economic benefits can be derived from the utilization of GPS location services and on a global basis, it is projected to become a US$25 billion dollar industry by 2005.

The Company is currently in discussions with several GPS product and solution providers, including a major American telecommunication company who has expressed interest in a possible collaboration in our Shandong GPS project. Negotiations are also underway with government departments and commercial enterprises to provide them with AVL services. Further information will be announced once specific details are finalized.

Concept has been involved in the development of telecommunications businesses in China since 1992. Its wireless messaging joint venture is a profitable operation with over 400,000 subscribers in 13 of Shandong province's major cities. In addition, the Company and its Chinese partners hold other key licenses and permits to provide services and equipment for wireless cable television and broadband Internet See broadband.  connections.
