Concept Industries Inc. (the "Company"), reports Mr. Wu Jichuan, the Minister of the Ministry of Information Industry in the People's Republic of China ("China"), stated that the Internet industry in Beijing, Shanghai and Guangzhou will be open in the first quarter of this year for foreign investments. This announcement demonstrates that China is proceeding more quickly than expected in the World Trade Organization agreement signed with the United States in November 1999.

The Company signed a Memorandum last month with the Beijing branch of Jitong Telecommunications Co. Ltd. ("Jitong") to establish a joint venture to develop and operate Internet Data Centers ("IDC") in China. Jitong operates a major public data network and is one of only two commercial Internet backbone systems in China. The recent government announcement will help speed up the review and approval process for the establishment of the Company's joint venture and confirms the strategic importance of the Company's current arrangements.

Studies have projected in the next five years, an explosive growth in China for Internet and related e-commerce activities. Internet facilities and support services will be in great demand. Jitong will provide the necessary bandwidth required for our joint venture to build State of the Art Internet Data Centers. The IDC are large scale Internet server hosting facilities that can provide high-speed data transmission with backup power, redundancy and security systems. Presently, Jitong has international Internet operating agreements with telecommunication networks such as Global One, AT&T and MCI.

New Opportunities

To expand the Company's involvement in the China Internet Industry, the Company is in discussions with major companies in the United States and Asia. These discussions include the arrangements to provide voice over IP capabilities and e-commerce business-to-business software solutions as part of the joint venture activities. Meetings in Beijing with Jitong and some of the potential strategic partners are being scheduled for later this month. Further details on these alliances will be announced when they are finalized.
