Fafinski (law, Brunel University) examines the nature of computer misuse and the legal and extra-legal responses to it. He provides a history of its emergence parallel with the evolution of computer technology, and surveys attempts of criminal law in England and Wales in dealing with it. He then explores whether effective regulation requires more than just the domestic criminal law. The book introduces various theories of risk and considers the idea of a govnernance framework as a viable regulatory mechanism, examining the responses of the European Union, the Council of Europe, the UN, and the Group of Eight.
