Signs of revitalization are cause for celebration and also for reflection. The market has changed, and the years from 1989 to 1992 have had a profound impact on the direction and focus of both real estate professionals and the clients we serve. Four years of the slowest economic growth in 30 years have tested our metal and brought us together in search of new and better solutions.

Last month the economy grew at a faster rate than it has in the previous 5 and a half years. We must see to it that this period of economic recovery carries with it the promise of healthier communities and a stronger real estate market.

In a recent survey of top real estate management companies, Taranto & Associates is described as a "socially-minded company," in part, because we have never forgotten that the buildings we manage exist in a broader context, a context of people and the community. Well-managed properties are magnets for hard working people who in turn attract the kinds of businesses and services that build solid communities. It is the existence of these healthy communities that provide the environment in which our properties can sustain themselves and retain their values.

In this decade of change and renewal, we must join the owners we serve and take a more proactive approach with respect to issues that impact our city. We recommend that board members, shareholders and tenants become involved with local homeowner associations, school boards, and neighborhood organizations that are dedicated to furthering the health and prosperity of the community.

Understanding this relationship, many partnerships among property owners, entrepreneurs and community organizations-have succeeded in building better neighborhoods. Local community watch programs are a good example of how residents and law enforcement personnel can combine their resources to reduce violent crimes and deter acts of theft and vandalism. Business improvement districts join local enterprises and property owners in an effort to upgrade their neighborhoods.

We stress the importance of unity and purpose in management. Most recently, in the neighborhood in which I live, several Block Associations joined forces and succeeded in keeping an X-rated video store from opening its doors to business. Clearly, the existence of such a store would have damaged the character of the neighborhood and severely undermined property values.

Business and property owners can forge alliances to unlock the city from fear and isolation, and open doors to equal opportunity and access for all members of the community, and most especially, for our youth. The road to quality education is crumbling under the weight of violence and despair, and it has to be repaired without delay..

 will lose 1,500 administrative jobs this year as part of the mayor's plan to balance the city's budget. Parents, teachers and administrators can actively recruit the private sector for assistance. Joint partnerships with corporations and local businesses offer meaningful incentives to students. Internships, on-site learning experiences, and job placement programs are all ways in which parents and business people can cooperate to rebuild the ailing system.

We must also look more closely at programs that provide permanent housing for homeless individuals. Many of the homeless people we see displaying inappropriate and often alarming behavior in the streets are suffering from complex medical and psychiatric problems. We need to replace shelters with alternative facilities that bring people in touch with the care and support that may enable them to become contributing members of the community.

 clubhouse programs facilitate the social and vocational adjustment of people who have recently been discharged from psychiatric care. They also assist and help house people who are homeless and mentally ill. Many have housing programs with several levels of supervised living. The goal is to help people find and succeed in maintaining permanent domiciles.

The creation of more programs of this nature would better serve the diverse needs of the 25,000 to 30,000 people currently seeking assistance from the shelter system.

Clubhouse programs form alliances with corporations and small businesses to secure transitional employment opportunities for people returning to the job market. Appropriate wage paying jobs are used to help train and prepare people for independent full-time employment.

We must not forget that we are all benefitted when our city is living up to its basic ideals. This year's bridget doubles the allocation of funding for America Works, an organization dedicated to moving people from welfare to work. Involvement,supervision and support make innovative programs like these the cornerstones of healthier communities.

New York City is still the greatest city in the world; it is home to work renowned universities, museums ant medical centers.
