Communications Division, NHA under control of Musharraf's Lobby: Hashmi.
ISLAMABAD, September 07, 2009 (Frontier Star): Makhdoom Javed Hashmi, Senior Vice President of Pakistan Muslim League and Member National Assembly has urged President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani to get rid of corrupt and check the black sheep's of General Pervez Musharraf's lobby presently working within the Ministry of Communications and its attached departments as they are becoming a source to defame the incumbent government. While talking to a group of grieved contract employees of the National Highway Authority hailing from far flung areas of Southern Punjab, Sindh and Balochistan on Monday, Makhdoom Javed Hashmi disclosed that NHA vide letter No. 21(3)PF/Admn(P)/NHA/08/247 dated 12 November 2008 has confirmed his (Javed Hashmi's statement) that the incumbent government has relaxed rules and laid down procedures for accommodating Chaudhry Khalid Naeem, a 67 years old brother-in-law of Tariq Aziz, Former Advisor of the National Security Council, who retired from C&W Punjab in Grade 18, as General Manager (Punjab-North) NHA in Grade 20 on contract for a period of two years, according to a handout. Similarly, yet another close relative of Tariq Aziz, Former Advisor of the National Security Council named Chaudhry Khalid Nasim, a Grade 18 employee of the Civil Aviation Authority was inducted in NHA through back door against one step higher than his substantive post as Director (Secretariat) NHA in Grade 19. The said individual has been entrusted the duties of Secretary NHA which happens to be a Grade 20 post which is a gross irregularity and sheer discrimination with the committed and hard working officers of the National Highway Authority. This practice, he remarked has blocked the chances of promotions and transfers of the deserving employees. He demanded the government to terminate the contract of Chaudhry Khalid Naeem and cancel the induction of Chaudhry Khalid Nasim forthwith. Speaking on the occasion Rasool Bux Raisani, chairman of contract employees association of NHA on one hand National Highway Authority has the policy of relaxing rules for "Brother in laws, Bhanjas and Bhatijas" adding that NHA has regularized the services of many blue eyed initially appointed on contract in the recent past including Syed Amjad Shah as Transport Economist in Grade-19, Parvez Iqbal Sulheri as Director (Engineer) in Grade-19, Muhammad Naveed Iqbal Walah as Director (Engineer) in Grade-19, Ashfaq Ahmed Khan as Deputy Director (Engineer) in Grade-18, Imtiaz Ahmed Khokhar as Deputy Director (Engineer) in Grade 18, Muhammad Azam as Deputy Director (Engineer) in Grade-18, Muhammad Riaz Khattak as Deputy Director (Engineer) in Grade-18, Shahid Iqbal as Deputy Director (Engineer) in Grade-18 then why it shows red tape to others and pass on bugs to create quos and confusion. Why can't equally qualified and well experienced contract employees working against project posts from Grade-1 to 18 who have shown exemplary performance during their stay in NHA be regularized, he questioned? He said many contract employees have served the NHA for more than 16 years through renewed contracts but their services have not been regularized. He remarked that due to "Subversive Post Box Role of the Communications Division" National Highway Authority has become a filth depot of corruption. He disclosed that almost every officer of the Communications Ministry has managed to get their near and dear ones appointed as Consultant's in NHA with a salary ranging from Rs. 15,000/- to Rs. 150,000/- per month. He said that these officers consider NHA as their colony and ancestors property. He remarked that instead of recruiting senior retired officers of NHA as consultants public money is being wasted on incompetent, unqualified and irresponsible folks. He said the Federal Minister of Communications in his capacity as the President, National Highway Council for putting an end to persistent deprivation reinstated six young officers of NHA which were made jobless by Musharraf's regime but till date, the implementation of that decision is in doldrums only because those poor officers did not have enough political pressure. Raisani remarked that it is a matter of immense pleasure that the present government has appointed first Chairman from NHA's regular officer's but the poor soul is under so much pressure that he has failed to implement the executive orders. He said the former chairman has looted 50 crore rupees from National Highway Foundation's Housing Scheme Loi-Bher for NHA employees. He demanded that instead of outsiders / deputationist's the services of retired NHA officers must be utilized for the Operation and Management of the National Highway Foundation. Makhdoom Javed Hashmi said that he will request Chaudhry Nisar Ali Khan, Chairman, Public Accounts Committee to probe into the irregularities, corruption and mismanagement of worth billions of rupees in NHA and National Highway Foundation and recommend that necessary action must be initiated against the blue eyed of General (Retired) Pervez Musharraf. Makhdoom Javed Hashmi remarked that if Dr. Arbab Alamgir Khan, Federal Minister for Communications is helpless in getting his own orders implemented then he must resign from his office. Makhdoom Javed Hashmi said the Members of the Parliament have read the appeals and statements of the contract employees in the shape of advertisement in the National Press. He assured the grieved employees that he will agitate this matter before the parliament and will appeal to the President and Prime Minister to regularize the services of all temporary employees of the National Highway Authority appointed on contract, daily wages and consultant strength as soon as possible.
