He said many contract employees have served the NHA for more than 16 years through renewed contracts but their services have not been regularized. He remarked that due to "Subversive Post Box Role of the Communications Division" National Highway Authority has become a filth depot of corruption. He disclosed that almost every officer of the Communications Ministry has managed to get their near and dear ones appointed as Consultant's in NHA with a salary ranging from Rs. 15,000/- to Rs. 150,000/- per month. He said that these officers consider NHA as their colony and ancestors property. He remarked that instead of recruiting senior retired officers of NHA as consultants public money is being wasted on incompetent, unqualified and irresponsible folks. He said the Federal Minister of Communications in his capacity as the President, National Highway Council for putting an end to persistent deprivation reinstated six young officers of NHA which were made jobless by Musharraf's regime but till date, the implementation of that decision is in doldrums only because those poor officers did not have enough political pressure. Raisani remarked that it is a matter of immense pleasure that the present government has appointed first Chairman from NHA's regular officer's but the poor soul is under so much pressure that he has failed to implement the executive orders.
