It is well documented that the fastest growing segment of small businesses is minority- owned businesses. Nationally, from 1987 - 1997, the total number of minority-owned firms increased 168%. Additionally, from 1992 to 1996, small businesses (with under 100 employees) in Pennsylvania accounted for 71% of all net new jobs created, and this trend is expected to continue and accelerate in the 21st Century. A survey is being conducted to determine the critical issues facing the minority business owner.
