Insurance Commissioner Deborah Senn Deborah Senn is a Washington politician. She was the Insurance Commissioner (1993-2001) and ran in the 2000 US Senate Democratic primary election against Maria Cantwell. In 2004, she unsuccessfully ran for Attorney General against Rob McKenna. Deborah also has her own law firm.  said she has disapproved a proposed Regence Re´gence

 BlueShield rate increase of 28.1 percent a fourth and final time, which means Regence needs to refund TO REFUND. To pay back by the party who has received it, to the party who has paid it, money which ought not to have been paid.

"Regence subscribers who are confused by what's happened or who need our assistance should call our Consumer Hot Line, 1-800-562-6900," Commissioner Senn said. "We also will try to help people who believe they lost coverage because they could not afford the increase."

 while the rate increase was in dispute.

The increase was to be effective June 1, and the carrier had billed its customers in April for the increased amount. The proposed increase -- which totaled hundreds of dollars for some families -- generated up to 100 calls a day to the Consumer Hot Line.

The first rate filing was disapproved on April 26 because Regence did not submit any of the supporting documentation required by law. The second was rejected on May 7 because the documentation was contradictory and inconsistent. The third filing was disapproved on May 16 because the need for the increase was still not proven.
