The Human Services Commission budget for 2006-07 is $15.4 million, up from $13.4 million last year, Director Steve Manela said. The commission helps 30,000 low-income people each year by working with community groups and buying services provided by nonprofit organizations.

The extra services include efforts to prevent homelessness and expand hours at homeless access centers; behavioral health Behavioral health was first used in the 1980's to name the combination of the fields mental health and substance abuse. The money comes from state and federal sources, the city of Eugene, public insurance reimbursements and revenue that will be generated by fees tied to the services, Manela said. No ongoing services will be cut for the coming fiscal year, which begins Saturday. But the commission will receive less of those services, because their cost outpaces the money that the commission collects to pay for them.

, because the cost of services goes up about 6 percent, and we weren't able to give an increase (in spending)," Manela said.

The commission is funded, in part, by the Eugene, Springfield and Lane County governments. Those agencies have shown "strong support" for human services by donating a total of $2 million for the coming year, Manela said.

The budget includes:

$4.8 million for low-income utility and conservation assistance to more than 12,000 households

$4.7 million for community-based human and supportive housing service programs. More than 29,000 households will have basic nutritional needs met through meals programs, for example.

$428,918 for the Lane County Veterans Services Office, to help more than 3,500 veterans and their families who receive medical and disability benefits.
