Taking Responsibility

The article "Multiple-Choice Question" (August 2002) was most informative. Unfortunateiy, you failed to expand on the profound statement by Ben Cutler, president and chief executive officer of Fortis Health, that reads, "It's pretty hard to change people's behaviors without economic consequences, and that's the element that is now missing in most of these programs."

I believe that one of the most effective ways to promote wellness is to target individuals who do not take responsibility for maintaining and improving their own health. If these persons were required to pay somewhat more for their health insurance but not so much that they are likely to opt out of having and retaining coverage, you would have a win-win program for those who would be paying more and for the majority who would not.
