Command System, Inc. (CSI), a leading provider of networked, integrated command & control solutions for military, commercial and civil applications, announced today it was selected by the Army and the Defense Advanced Research Projects Agency (DARPA) for the Army's premiere Transformation program, the Future Combat System (FCS), as a member of the Boeing (NYSE:BA)/Science Applications International Corporation (SAIC) FCS team.

The $154M award, a Section 845, Other Transaction (OT) Agreement under the provisions of Public Law 103-160, will be finalized soon with The Boeing Company, the Lead Systems Integrator (LSI) for the Concept Technology Demonstration (CTD) Phase of the FCS program. Government funding for the CTD phase of FCS is anticipated to be $40 million this fiscal year (FY), and $114 million in FY03. The Government anticipates having on the order of $4 billion for the System Design and Development (SDD) phase of the FCS program beginning in FY03, following a Milestone B decision by the Government next year to proceed to the next phase of the program.

The use of the OT 845 agreement allows the LSI a high degree of flexibility to use innovative business and technical practices. It also mandates that the LSI either have at least one non-traditional defense contractor participating to a significant extent, or cost share 1/3 of the total cost of the program. Command System, Inc. is participating on the Boeing team as a non-traditional defense contractor, providing a common execution environment and integrated C2 system based on their Command Data Networking System(TM) (CDNS(TM)) as the core of the Boeing C4ISR offering.

The FCS is the catalyst for achieving the Army's transformation vision of fielding an Objective Force this decade. The Objective Force will operate as part of a joint, combined, and/or interagency team, it will be capable of conducting rapid and decisive offensive, defensive, stability and support operations, and be able to transition among any of these missions without a loss of momentum. It will be lethal and survivable for warfighting and force protection; responsive and deployable for rapid mission tailoring and the projection required for crisis response; versatile and agile for success across the full spectrum of operations; and sustainable for extended regional engagement and sustained land combat. The FCS will network fires and maneuver in direct combat, deliver direct and indirect fires, perform intelligence, surveillance, and reconnaissance functions, and transport Soldiers and materiel as the means to tactical success.

The Boeing/SAIC team was selected in a competitive procurement over teams consisting of Lockheed-Martin (NYSE:LMT) and TRW (NYSE:TRW), and another led by General Dynamics (NYSE:GD) Eagle Enterprise, Inc. that included United Defense Industries, Inc., Northrop Grumman (NYSE:NOC), Raytheon and ITT Industries (NYSE:ITT). Command System, Inc. was also a member of the General Dynamics team as the non-traditional defense contractor, providing their Command Data Networking System (CDNS) as the core integrated C2 capability for the General Dynamics FCS offering.
