It supervises all public institutions of higher education in Tennessee not governed by the University of Tennessee system, including four-year unanimously approved Janet E Smith as the new president of Columbia State Community College Columbia State Community College is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award the associate degree. History . Smith has been president of Rich Mountain Community College in Mena, Ark., since July 2000. Smith holds a bachelor of science in health and physical education, and a master's in curriculum and instruction from Austin Peay State University and a Ph.D. in higher education administration from Vanderbilt University.
