Colorado settles competency wait-list lawsuit.


DENVER -- On Feb. 22, Colorado settled contempt-of-court proceedings arising from the case of People v. Eugene Zuniga, which involved county-jail inmates who were being forced to wait months for mental-health evaluations and care.

A Denver District Court judge issued contempt citations against the former Colorado Department of Human Services executive director and the Colorado Mental Health Institute at Pueblo superintendent last year. The state had failed to provide court-ordered sanity Reasonable understanding; sound mind; possessing mental faculties that are capable of distinguishing right from wrong so as to bear legal responsibility for one's actions.
