Colorado's Higher Education and Advanced Technology Center and Lucent Technologies Form Strategic Alliance to Build Technology Lab.

), as the lab will be called, will also serve as a demonstration site for products emerging from Lucent's world-renowned Bell Labs.

Students, businesses and institutions wanting to use and implement distance learning applications and other communications innovations will have access to the lab being built at Lowry, the former Air Force Base. The base is being transformed into a "digital city" for educational, residential and commercial interests.

The signing of the agreement, which represents a $20 million investment at HEAT by the State of Colorado and Lucent Technologies, took place this morning at the Colorado State Capitol The Colorado State Capitol Building, located at 200 East Colfax Avenue in Denver, Colorado, is the home of the Colorado legislature and the offices of the Colorado Governor and Lt. Governor. The building is intentionally reminiscent of the United States Capitol.  before a combined meeting of the legislature's Joint Budget, Capital Development and Education committees.

"The partnership, which includes a $9.5 million state-funded telecommunications infrastructure, will provide Colorado-students, institutions and businesses-with a high-tech applied research environment to advance telecommunications knowledge and use," said Don Goodwin, executive director of the HEAT Center.

"This venture is a significant endeavor to create and sustain leading-edge data networking applications for distance learning and to provide students with a state-of-the-art campus-based learning laboratory," Goodwin added. "Lucent's intention to use and maintain the HEAT Center technology infrastructure as a national demonstration showcase is a significant contribution toward preparing Colorado education for the new millennium."

Under the agreement, Lucent has committed to support the data networking technology at the HEAT Center for at least eight years. Lucent will provide system upgrades to the network and introduce new software and hardware emerging from Bell Labs to enhance capabilities. The project will include an interoperability The capability of two or more hardware devices or two or more software routines to work harmoniously together. For example, in an Ethernet network, display adapters, hubs, switches and routers from different vendors must conform to the Ethernet standard and interoperate with each other.  lab for customers to test various types of equipment and configurations.

The mission of the CTIL will be to identify and implement a series of transferable multimedia/visual communications services for "communities of interest" such as students, businesses and educational institutions. Schriftgiesser said the HEAT Center lab will support multimedia devices that handle all forms of communications, including wireline and wireless, local and long distance, voice, video and data.

"Through the project, Lucent expects to develop a strategy that brings together all forms of educational information and a rich media content that can be leveraged as a growing network service," said Rick Mann, Lucent's CTIL director. "We want to help develop flexible services that will best fit the needs of a multitude of instructors, students and consumers."

Goodwin said user stations will range from simple home personal computers to complex authoring stations used by curriculum developers and instructors.

People will be able to access and share information in a number of ways:
