Dr. Bier received his doctorate in experimental pathology from Colorado State University Colorado State University, at Fort Collins; land-grant with state and federal support; chartered 1870, opened 1879 as an agricultural college, assumed present name in 1957. There is a veterinary teaching hospital, an agricultural campus, and a research campus.  in 1967 and has a distinguished academic background at various research institutions. For instance, he was a Postdoctoral Research Fellow at the Medical Research Council of Canada and participated in the Dr. Douglas James Fellowship in Pathology at McGill University in Montreal, Quebec.

Currently, Dr. Bier is a consultant in Toxicology and Bioregulatory Affairs for ABA BioResearch Inc. in Montreal, Quebec. Previously, he was President and Chief Executive Officer of ITR Laboratories, Inc., a Quebec company, and Vice President and Director of the Division of Experimental Toxicology and Clinical Pathology for Bio-Research Laboratories Ltd. in Senneville, Quebec.
