Col. Swann wins Burton Award.


Col Henry T. Swann III was recently awarded the 2002 Clayton B. Burton Award of Excellence at the Annual Military Law & Legal Assistance Symposium on St. Petersburg Beach.

Col. Swann has been a member of The Florida Bar The Florida Bar is the mandatory state bar association for the state of Florida. It is the third largest such bar association in the United States. Its duties include the regulation and discipline of attorneys.  since 1975 and is currently involved in the general practice of civil SWANN and criminal litigation An action brought in court to enforce a particular right. The act or process of bringing a lawsuit in and of itself; a judicial contest; any dispute.

When a person begins a civil lawsuit, the person enters into a process called litigation.
. From 1989 to September 18, 2001, Col. Swann served as the staff judge advocate A legal adviser on the staff of a military command. A designated officer of the Judge Advocate General's Corps (JAGC) of the U.S. Army, Navy, Air Force, or Marine Corps.  for the Florida Army National Guard The Florida National Guard comprises both Army and Air National Guard components. The Constitution of the United States specifically charges the National Guard with dual federal and state missions. . "Although I am quite humbled and honored to be this year's recipient, it is not so important who is recognized, as it is to recognize and focus attention on the merit and benefit of providing altruistic legal service to our military community," Swann said.

Swann distinguished himself during numerous crises where he was responsible for legal services legal services n. the work performed by a lawyer for a client. . Hurricane Andrew represented a colossal effort in which he was directly responsible for the legal affairs of all branches of service including active duty, state active duty, and federalized reserve and National Guard service members. He was the primary interface between civil legal authorities and the military. Service members mobilizing for the Gulf War, various Bosnia missions and other deployments have also received legal services as direct result of Col. Swann's efforts. Service members seeking relief under both the Soldiers and Sailor's Relief Act and civil laws have received assistance as a direct result of programs and initiatives implemented by Swann as SJA for Florida.

"Fortunately, later in my career, I had the opportunity to join the Army Judge Advocate General judge advocate general (J.A.G.) n. a military officer who advises the government on courts-martial and administers the conduct of courts-martial. The officers who are judge advocates and counsel assigned to the accused come from the office of the judge advocate  Corps which gave me the opportunity to experience the personal and professional satisfaction for helping those in need of legal help, but unable to acquire it," Swann said.

Swana has organized several conferences aimed directly at bettering the quality of legal services within the state. He has also undertaken numerous speaking engagements and seminars which have educated lawyers, legal assistants, professional staff and individual service members throughout Florida.

"His technical expertise, legal knowledge and outstanding leadership skills have made him one of the most respected JAG judge advocate general (J.A.G.) n. a military officer who advises the government on courts-martial and administers the conduct of courts-martial. The officers who are judge advocates and counsel assigned to the accused come from the office of the judge advocate  officers in the National Guard as well as throughout Florida's legal and military communities," said Capt. Kim Heller who nominated Swann for the award. "His advice is consistently sought by commanders, other JAG officers and individual service members in need of assistance from all branches of service within Florida."

In 1996, Colonel Swann served as chair of the Bar's Military Affairs Committee.

"I am so thankful that the JAG Corps taught me the meaning of what a wise man said over 2000 years ago, "It is better to give than to receive,"' Swann said. "Perhaps that is a dream, but to the extent that the Clayton B. Burton Award encourages us to keep that dream alive, it is an award worthy of our resources, recognition, and support."
