Cochrane construction at all-time high. (Communities of the North: Cochrane).


The Town of Cochrane is witnessing unprecedented growth in economic development. "We have somewhere around $40 million to $50 million in projects slated for 2003--that's unprecedented here," says Jean-Pierre Ouellette, the town clerk and the community development manager.

One of the most exciting projects expected to get underway in late spring or early summer is the Polar Bear polar bear, large white bear, Ursus maritimus, formerly Thalarctos maritimus, of the coasts of arctic North America. Polar bears usually live on drifting pack ice, but sometimes wander long distances inland.  Conservation Educational Habitat and Heritage Village.

, visiting tourists often expect to see a polar bear. Ouellette explains the bears are pretty much limited to the James Bay James Bay, shallow southern arm of Hudson Bay, c.300 mi (480 km) long and 140 mi (230 km) wide, E central Canada, in Nunavut Territory between Ont. and Que. Numerous rivers flow into the bay; many of these have been developed for hydroelectric power in Quebec (see  coast, but having this new facility will enable them to show live bears --up to five at a time.

An international design team that specializes in zoo construction has designed the facility and the Toronto Zoo has been helping with the final design stages. The project is also being assisted by Zoocheck Canada--a worldwide organization that looks at bettering conditions for animals in captivity.

"The facility will provide an avenue to relocate bears that have become a burden to zoos. It'll modify and improve their stereotypical behavior In animals, a stereotypical behavior or stereotypy is a repetitive motor behavior without obvious purpose or function. It is considered an abnormal behavior and is sometimes seen in captive animals, particularly those held in small enclosures with little opportunity to  patterns they tend to adapt.. it'll be one of the largest facilities in the world for polar bears," Ouellette says.

An additional component of the facility will be a Heritage Village, which would consist mainly of a private collection of agricultural farm implements once used in the area that they are hoping to relocate to the facility.

Cochrane, like many northern towns, has suffered from youth out-migration. The current population, at 5600, has not quite stabilized, but the decline has narrowed to 3 per cent in the last 10 years.

One of the only towns to keep their community development office after the 1980s program ended, Cochrane has been aggressive in pursuing business opportunities.

 Event Centre, which will include an arena, auditorium, swimming pool and meeting rooms. As well as being funded 40 per cent by Superbuild, Tim Horton's is a corporate sponsor and Ouellette notes Tim Horton was born and raised in Cochrane. Total cost of the event centre is $9.5 million. A new medical centre began construction this fall and the French separate school board is building a $12-million school.
