) has appointed Frederick W. Clough to the position of senior vice president and general counsel.

Clough joins Pacific Capital Bancorp in February 2001, replacing Jay Smith, who is retiring from this position in March 2001 after 22 years with the company, but will continue in his position as corporate secretary.

Clough is currently the managing partner of the Santa Barbara law firm of Reicker, Clough, Pfau, Pyle, McRoy & Herman, LLP LLP - Lower Layer Protocol , which he and his partners established in July 1996. Prior to that position, he was a partner with Schramm & Raddue from November 1982 to June 1996. Clough was the city attorney for the City of Santa Barbara from September 1977 to November 1982, and was assistant city attorney in Santa Barbara from August 1973 to September 1977. He began his law career in December 1970 as deputy county counsel with the County of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. , a position he held through August 1973.

Clough received a Bachelor of Arts degree from Stanford University in 1965, and a JD Degree from UCLA School of Law The UCLA School of Law is the law school of the University of California, Los Angeles. It is generally regarded as the top law school in Southern California, as well as one of the top fifteen law schools in the United States.  in 1968. He formerly held the positions of president, Cold Spring School Foundation (1984-1988); vice president, Santa Barbara Athletic Roundtable (1979-1983); chairman of the United Way Attorneys Division (1983-1985); president of the Board of Directors of the Knowlwood Tennis Club (1989-1990); vice chairman of the Board of Directors of Cottage Hospital in 1998 (member of the Board from 1990-1999); president of the Board of Directors of the Santa Barbara Zoological Foundation in 1997 (member of the Board from 1994-2000).

He served as president of the City Attorneys Department of the League of California Cities (1981-1982); director of the Santa Barbara County Bar Association in 1982; and president of the Tri-County Local Government Attorneys Association (1976-1977).
