Close the loopholes.SECURING the UK's borders without turning the country into a locked fortress is a delicate balancing act. Tens of millions of people come in and go out of the country every year. Most are holidaymakers, others are on business and some are students. Universities and colleges need the fees earned from overseas students and those who study usually leave thinking better of Britain. But the terror arrests in north west England
