Clinton unveils plan to save Section 8.

Kelly, former Staff Director on the Senate HUD Appropriations Subcommittee and now Vice President with the firm of Van Scoyoc Associates, Inc., warned that absent a budget agreement that includes modifications in entitlement programs or the Consumer Price Index, all discretionary spending, especially programs administered by HUD, are vulnerable. Asked about the impact of welfare reform on HUD programs, Leonard predicted that legal immigrants would continue to be eligible for HUD assistance. He cautioned that welfare reform would affect public housing authorities the most. Because operating subsidies for authorities are fixed, these funds would have to be stretched farther if tenants losing welfare benefits are unable to pay as much rent as they had previously.
