Climate change? Report: N.H. business-tax structure fair to middling.The good news is New Hampshire's business-tax climate isn't necessarily bad for businesses. In keeping with: according to instructions. 3. the Business Tax Index 2009, created by the Small Business and Entrepreneurship Council, a small-business advocacy and policy organization based in Oakton, Va., which has ranked the Granite State 25th--smack in the middle among the 50 states and the District of Columbia District of Columbia, federal district (2000 pop. 572,059, a 5.7% decrease in population since the 1990 census), 69 sq mi (179 sq km), on the east bank of the Potomac River, coextensive with the city of Washington, D.C. (the capital of the United States). when it comes to their business-tax structure. The index ranks states from best to worst on how their tax systems affect entrepreneurship and small business using 16 measures such as personal income tax rate, individual capital gains tax rate, alternative minimum tax on corporations, property taxes and gas and diesel taxes. The best score--South Dakota's--was 11.120. The worst Washington, B.C.--was 58.315. Although New Hampshire's ranking wasn't stellar, it was the best in New England. Connecticut ranked 30th with an index of 37.747, followed by Massachusetts (42nd, 44.600), Vermont (43rd, 44.860), Rhode Island Rhode Island, island, United States Rhode Island, island, 15 mi (24 km) long and 5 mi (8 km) wide, S R.I., at the entrance to Narragansett Bay.
