SMR operators such as Nextel and Clearnet have historically operated high-powered analog SMR systems which necessitated an allocation of channels between Canada and the U.S. to avoid interference in border areas. Both Clearnet and Nextel are currently building-out low powered digital networks which significantly reduce potential interference problems, and thereby, allow for frequency sharing arrangements such as this one. Clearnet holds substantial spectrum positions in Canada's largest urban areas, the three largest of which, Toronto, Vancouver and Montreal, are border cities. Nextel holds substantial spectrum positions, either directly or through its previously announced planned acquisitions of Motorola's and OneComm's 800 MHz SMR systems in the border cities of Buffalo, Cleveland, Detroit and Seattle, amongst others. The frequency sharing agreement is a positive development because it provides Clearnet with access to channels previously not available in Canada. Because of the reciprocal nature of the frequency sharing agreement, Clearnet obtains access to these channels for no monetary consideration. These channels will be of particular value in the large metropolitan areas of Toronto and Vancouver, where 800 MHz spectrum is already fully allocated, and therefore, additional channel licenses are otherwise unavailable. For example, Clearnet's total potential system capacity is estimated to increase by over 30% in Toronto, Canada's largest market and by even greater amounts in other markets such as Vancouver. Channel sharing with Nextel will also assist in smoothing the transition as the Company converts its network from analog to digital. Clearnet's network will integrate any combination of mobile telephone, text messaging or paging, mobile data and group or dispatch calling capabilities into one handset, operating on one network. Clearnet recently commenced building-out Canada's first fully integrated digital wireless network. Clearnet intends to complete full digital coverage of the Windsor through Quebec City corridor by the first quarter 1996, and to follow that up with coverage in Vancouver and lower mainland British Columbia and the Edmonton to Calgary, Alberta corridor.
