About the London Low Emissions Zone On May 3, 2007, London Mayor Ken Livingstone made a commitment to introduce a low emission zone to improve the city's air quality. The LEZ is a specified area within which the most-polluting diesel-powered trucks, buses, taxis, large vans and minibuses will be required to meet specific Euro emissions targets or pay a substantial charge. Mayor Livingstone has since confirmed that virtually the entire Greater London region will become a LEZ in February 2008.
