Testing was conducted at Southwest Research Institute Southwest Research Institute (SwRI), headquartered in San Antonio, Texas, is one of the oldest and largest independent, nonprofit, applied research and development (R&D) organizations in the United States. CDT envisions that the FBC will be added directly at the rack by fuel marketers, blending No. 1D and biodiesel with the FBC.
