Clay Foushee to Join Zuckert, Scoutt, & Rasenberger as a Partner, and President of Farragut International.

), is delighted to announce that, effective February 1, 2005, Dr. H. Clayton Foushee will become a partner(1) in the firm, and President of the firm's consulting affiliate, Farragut International, L.L.C. (Farragut International). Clay also will serve as ZSR's Director of Government Affairs.

Clay has a wealth of experience in the aviation operations, legislative, safety and security fields. He most recently served as a Partner within the Unisys R2A Transportation Management Consulting Noun 1. management consulting - a service industry that provides advice to those in charge of running a business

 practice. He has extensive experience in managing major strategic transportation projects and in coordinating federal and private industry initiatives with the Congress and Government agencies. Clay also has in-depth airline operations experience, having spent nearly a decade in senior executive positions at Northwest Airlines, including as Vice President, Regulatory Affairs Regulatory Affairs (RA), also called Government Affairs, is a profession within regulated industries, such as pharmaceuticals, medical devices, energy, and banking. Regulatory Affairs professionals usually have responsibility for the following general areas:

Clay was Chief Scientific and Technical Advisor for Human Factors at the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  (FAA). Clay has served on numerous government and industry technical advisory committees, including NASA's Aerospace Safety Advisory Panel and as Chairman of the U.S. Air Transport Association Operations Council; he currently is on the Board of Governors of the Flight Safety Foundation. He is an experienced presenter and has published extensively in the aerospace human factors field. His academic achievements include a B.A. from Duke University, and a Ph.D. in Social Psychology from the University of Texas.
