The district court denied summary judgment for the defendants, finding that it was precluded by fact issues as to whether the prayers constituted a city endorsement of, or coercion coercion, in law, the unlawful act of compelling a person to do, or to abstain from doing, something by depriving him of the exercise of his free will, particularly by use or threat of physical or moral force.  of religious activity. The court noted that the inmate was not required to verbalize the prayer, but that inmates were required to stand together as a group while the prayer was recited or face the loss of good time credits.
