City-Owned Technology Group Gets Greenlight for Major Software Contract.SAN DIEGO--(BUSINESS WIRE)--May 18, 1998-- San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. City Council Grants An Exemption for $967K Project San Diego Data Processing data processing or information processing, operations (e.g., handling, merging, sorting, and computing) performed upon data in accordance with strictly defined procedures, such as recording and summarizing the financial transactions of a Corporation (DPC DPC Department of Premier and Cabinet (Victoria, Australia) DPC Dutch Power Cows DPC Deferred Procedure Calls (Microsoft Windows NT 4. ), the information technology arm of the City of San Diego, has been retained by the Eastern Municipal Water District (EMWD EMWD Eastern Municipal Water District ) in Riverside County to implement and maintain a proprietary software application called S.P.O.R.T. (System for Project Organization, Reporting and Tracking). The 10-month, $967,000 project is the largest outside contract in DPC history and takes effect immediately. The S.P.O.R.T. application will meet EMWD's need for Windows-based software with automated project tracking capability. The software will be used in conjunction with real property development projects in the EMWD water and sewer services areas. S.P.O.R.T. utilizes sixteen internal tracking processes to expedite project delivery by maintaining historical information, simplifying forms production and data entry tasks, and reducing paper usage. The system also maintains an electronic communication and decision-making support system to facilitate fully automated e-mail, fax and mail functions externally and interdepartmentally. The terms of the contract required City Council approval in accordance with the Third Party Service Agreement with the City of San Diego. Speaking before City Council, District 5 Council Member Barbara Warden praised DPC and its President and CEO (1) (Chief Executive Officer) The highest individual in command of an organization. I consider this to be a very entrepreneurial move. I am pleased that an organization outside of San Diego would contract DPC for such services." DPC's Utilities/Facilities and GIS Services Division, which provides a full range of information services See Information Systems. to the City of San Diego's water and sewer facility operations, was selected for the EMWD contract over several prospective vendors. The Corporation responded to a Request for Proposal from EMWD, calling for similar consulting services, development and on-going support. EMWD has experienced rapid growth in its service area population growth from 20,000 upon its formation in 1950, to approximately 400,000 in 1989. Between 1989 and 1997 alone, the water customer base increased 50 percent to 77,000. According to Dan Ashley, chief information officer at EMWD, "This system will significantly improve EMWD's responsiveness to real estate developers and other customers, while improving internal productivity and efficiency." The Eastern Municipal Water District is headquartered in Perris, California. It provides wholesale and retail domestic irrigation irrigation, in agriculture, artificial watering of the land. Although used chiefly in regions with annual rainfall of less than 20 in. (51 cm), it is also used in wetter areas to grow certain crops, e.g., rice. water treatment and delivery, sewage collection and treatment and water reclamation services to 550 square miles in Southern Riverside County.
