City v. City: Burbank is bringing Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  to court under the claim that a plan to run parts of a new interceptor sewer line Noun 1. sewer line - a main in a sewage system

 near Burbank homes and businesses isn't environmentally safe. The L.A. City Council completed the project's environmental impact study and approved the plan in November. But Burbank contends that the sewer SEWER. Properly a trench artificially made for the purpose of carrying water into the sea, river, or some other place of reception. Public sewers are, in general, made at the public expense. Crabb, R. P. Sec. 113.  will negatively affect the health, safety and welfare of residents. Burbank alleges in the lawsuit that L.A. failed to comply with the California Environmental Quality Act The California Environmental Quality Act (CEQA) is a California law (California Public Resources Code section 21000 et seq.) passed in 1970, shortly after the Federal Government passed the National Environmental Policy Act. .
