City okays plan to clean toxic school site.


A month after the School Construction Authority's plans to build a $230 million school campus on one of the last remaining large plots of undeveloped land in Mott Haven was quashed when toxic waste toxic waste is waste material, often in chemical form, that can cause death or injury to living creatures. It usually is the product of industry or commerce, but comes also from residential use, agriculture, the military, medical facilities, radioactive sources, and  was found, the city council this week approved redevelopment of the site.

It was situated in the Haughville neighborhood and was named for the street in which it was built on (Concord Street). It was built in 1967 and is now demolished.  West, a former plant that converted coal into gas.

The city is satisfied that the remediation plan, which was previously approved by the New York New York, state, United States

"Site selection is by far the biggest problem with the capital plan," said Margie Fienberg, spokesperson for SCA. "Space is scarce in the city. We are competing with other developers for the little land that is out there. It is rare we can find a site this large to meet our needs."

The campus, located between East 153rd and 156th street will contain two high schools, a grade 6-12 school and a charter school that will serve a total of 2,400 students.

The group of community members and activists remain concerned about flaws in the SCA remediation process--said David Palmer David Palmer may refer to:

"I think we would have felt better had the council made their approval contingent upon the mayor's commitment to implement all the recommendations, but we feel the public process they agreed to is not all bad and we are hopeful it will result in a better clean-up on the site," Palmer said.

The remediation, as currently proposed, will cover a 300 ft by 150 ft area, excavating of 19,000 cubic yards of soil 30 ft deep. Workers and community members will use hand-held equipment to monitor the air quality throughout the clean up. Contaminated groundwater will be pumped out. The site will then be refilled with clean soil.

SCA would like to have half the schools built by 2009 and the other half by 2010.
