Miles Ferris, director of utilities, City of Santa Rosa, commented on the high quality of this year's scholarship applicants, and that even when measured against such a high standard, Compas "really rose to the top."

The winning agency receives a $5,000 scholarship to award to a deserving student in the name of Clair A. Hill, founder of the consulting engineering firm CH2M Hill. The winner is recognized at the association's conference as well as throughout the year.

The funding for the scholarship is provided by ACWA Associate CH2M Hill, in honor of its founder, Clair A. Hill.
