Paterson is beginning a multi-year program to revitalize its downtown business district, solicit business investment, and implement neighborhood revitalization through the adoption of city-wide redevelopment plans. The city will take advantage of its proximity to major cities and transportation hubs to attract high-tech business start-ups, manufacturing and design firms.

Mayor Jose "Joey" Torres and the Paterson City Council will maximize the programs within the City of Paterson Department of Community Development; the Urban Enterprise Zone urban enterprise zone: see enterprise zone.  and the Economic Development Program managed by the Paterson Restoration Corporation to spearhead the public/private effort to attract new business while retaining core businesses.

"Paterson is one of the world's most historic cities for commerce, and the true birthplace of American industrial innovation. Our revitalization is a testimonial to how diverse urban communities can work in collaboration with county, state, federal government and leaders in the private sector to develop in Paterson, the world's next great city".
