It is a northern suburb of Dallas. As of the 2000 census, the city population was 33,714, while according to 2007 estimate, the city's population is approximately 95,000.

Frisco, located just thirty miles from Dallas, is one of the fastest-growing cities in the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. . As part of the city's long-range development plan, its IT Department designed a fully integrated communications environment that would link all agencies and constituents in a connected community. Cistera's comprehensive public safety solution set enhances customer service and internal efficiency and improves the delivery of timely and actionable information to better serve constituents' day-to-day requirements and enable quicker responses to emergencies.

"We wanted a communication solution that would provide enhanced capabilities today, and grow with the city's needs," said Curt Balogh, Director of IT Services for Frisco. "Because all of Cistera's applications are integrated into the Cistera ConvergenceServer[TM], it is a perfect solution for a long-term development plan such as ours. We are already seeing the advantages of its scalability, and look forward to deploying additional Cistera capabilities in the future."

In the future, alerting can be extended to analog and cell phones, overhead speakers and Land Mobile radios. QuickRecord[TM], part of QAC, was deployed to provide on-demand recording capabilities for the police department, Planning and Development Department and Municipal Courts. The ability to record an entire call as long as the record button is pressed prior to the call's termination has been extremely useful to detectives, court personnel and code enforcement Code Enforcement is the act of enforcing a set of s, principles, or laws (especially written ones) and insuring observance of a system of norms or customs. An authority usually enforces a civil code, a set of rules, or a body of laws and compel those subject to their authority to  officers. The solution's call tagging feature allows users to identify calls by account number for easy reference and retrieval. The Municipal Courts also use CallCenterRecord[TM] to provide continuous recording for some users.

"From a reliability and scalability standpoint, the Cistera products are second to none. I have never had any performance issues with the servers. They just work," said Gil Fernandez, IT technical support specialist for the City of Frisco. "Every time I have a new request for an application feature, I experience a 'wow it does that too?' response from the end user. Employees in our Code Enforcement Group were using hand held recorders to capture important information from phone calls. Now they can record an entire call with the touch of a button, tag it, and eliminate having to request the same information on subsequent calls."

The next phase of Frisco's communications plan will include deployment of Cistera's LMRConnect[TM], an EAN component, for linking fire, police and emergency responder push-to-talk radios to the IP network. LMRConnect provides for direct communication between these personnel, regardless of frequency, eliminating the need for manual dispatcher Software that determines what pending tasks should be done next and assigns the available resources to accomplish it. It may execute other programs or generate a list for human operators to follow. See scheduler.  intervention and improving efficiency and response times. Recording capabilities allow for radio communications to be preserved for response documentation and training purposes. Discussions are also underway to incorporate VirtualDirectory[TM] to provide a centralized directory with intelligent search capabilities across all departments that will enhance efficient communications and minimize delays due to miscommunication.

"It has been exciting for us to work with the city of Frisco, as our products were designed with the scalability to support just this type of long-range planning and state-of-the-art communication requirement," said Derek Downs, Cistera's CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board. . "We look forward to growing right along with them, and continuing to provide the advanced capabilities that they will want and need in the future."
