City of Anaheim approves memorandum of understanding with SpectraNet to build fiber optic telecommunications network.

ANAHEIM, Calif.--(BUSINESS WIRE)--Aug. 20, 1996--SpectraNet International Tuesday announced that the Anaheim City Council voted to approve a memorandum of understanding A Memorandum of Understanding (MoU) is a legal document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action and may not imply a legal commitment.  to enter into a formal contract for the company to design and build a citywide fiber optic telecommunications network A telecommunications network is a of telecommunications links and nodes arranged so that messages may be passed from one part of the network to another over multiple links and through various nodes. .

The city of Anaheim is expected to sign a definitive contract with SpectraNet in Fall 1996 with network construction commencing immediately thereafter.

"We have been working closely with SpectraNet for more than two years and have reached the point where we are ready to move forward to build a telecommunications network for the businesses, government offices and residents of our city that will be unparalleled anywhere in the country," said Edward K. Aghjayan, general manager of the Anaheim city-owned Public Utilities.

"We look forward to signing a definitive contract in the coming weeks and we are anxious to see work on the network begin." The MOU (Minutes Of Usage) A metric used to compute billing and/or statistics for telephone calls or other network use.  approval Tuesday night is the culmination of more than six months of contract negotiations for the public-private partnership Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP or P3.  between the City of Anaheim and SpectraNet.

Anaheim's new telecommunications network will be unlike any other. In addition to its being technologically advanced and reliable, the new network will be open to multiple service providers -- voice, video, data, multimedia and others -- who can share the same digital pathway to Anaheim businesses and residents.

The Anaheim network will offer traditional local and long distance telephone services at lower costs and virtually unlimited bandwidth capability that far exceeds what current networks can deliver. The network will be designed to provide transmission speeds of 155 megabits per second (unit) megabits per second - (Mbps, Mb/s) Millions of bits per second. A unit of data rate. 1 Mb/s = 1,000,000 bits per second (not 1,048,576).

lines will be transmitted on the new network in under 30 seconds. The new network will provide enormous operating efficiencies, all of which will translate into lower costs to network subscribers.

Once the definitive contract between the City of Anaheim and SpectraNet is signed, SpectraNet will begin the first phase of network construction. This phase will connect Anaheim's concentrated commercial areas and major government facilities. Subsequent phases will service the remainder of the city, including residential areas. The goal is to have the first customers on-line in early 1997.

"Partnering with SpectraNet will give Anaheim a major tactical advantage in attracting and retaining businesses wishing to compete successfully in the global information age, thereby generating revenues to enhance the city's services to its businesses and residents," said SpectraNet chief executive officer Renney Senn.

Senn added that SpectraNet is aggressively expanding its regional footprint beyond the city of Anaheim and expects to make additional announcements in the near future.

The goal of SpectraNet is to create an advanced network for the primary benefit of a municipality and its constituents while relieving service providers of the burden of building specialized or redundant infrastructure.
