Monday could bring change to the Springfield Fire Department - and your taxes.

The City Council will vote whether to annex an·nex

the department into the Willakenzie fire district, which serves residents outside the city.

Moving the department into the district would free up tax revenue for other purposes, chief among them the police officers added with the passage of last November's levy. The levy must be renewed every four years, otherwise.

Assuming councilors go for the annexation annexation, in international law, formal act by which a state asserts its sovereignty over a territory previously outside its jurisdiction. Many kinds of territory have been subject to annexation, chief among them those inhabited by settlers of the annexing power, , they face two questions: Approve the annexation outright or send it to the people for a vote?

And what to do with the tax money freed up by taking the fire department off the books not recorded in the official financial records of a business; - usually used of payments made in cash to fraudulently avoid payment of taxes or of employment benefits.

The council will probably decide the annexation issue outright since putting it before the people now won't affect residents' right to fight the annexation after the Lane County Boundary Commission acts in February, Assistant City Manager Cynthia Pappas said.

As for the tax rate, it's unclear whether the council will address it. The meeting starts at 8 p.m. in the Council Meeting Room, 225 Fifth St.

New and improved

New life for New Life Center.

The center was victimized by arson arson, at common law, the malicious and willful burning of the house of another. Originally, it was an offense against the security of habitation rather than against property rights.  in July, to the tune of $200,000 in damage, Pastor Todd Wagner Todd R. But you can't keep a good church down.

The congregation restored and rebuilt the sanctuary and adjacent rooms. Also in the works are a new exterior, an expanded foyer and a 1,300-square-foot child-care area.

The congregation chipped in more than $15,000 and Wagner has seen his flock flock

grow from 180 to 250 since July.

Quicker than you can say "lemons into lemonade," the arson begat a new and improved church and a bigger congregation.

"It's the classic thing that God does of taking what starts as a bad thing and turning it into a good thing," Wagner said.

The center will open its doors for a public dedication at 10:30 a.m. Sunday at 2080 19th St. For more information, call Wagner at 746-1291.

Chinese connection

A Chinese delegation just passed through the area, and Mayor Sid Leiken got in on the action.

The two talked business and about Oregon's potential as an exporter to Shanghai. Leiken also was invited to visit the Far East.

Leiken also shocked Xu Lin by informing him that, over here, many elected officials work for free.

"He was somewhat surprised that, first of all, I'm a volunteer. He's not," Leiken said. "He really wanted to know how many hours I spend at City Hall compared to my day-to-day job. I joked that I probably spend too much time at City Hall."
