City library to stay shut; REPAIRS: pounds 650,000 project is behind schedule.

BIRMINGHAM City Council has apologised for the "temporary closure" of a listed city library, which closed last year and will not reopen until next 2010.

 Library closed "temporarily" in September 2008 but will now not reopen until at least the spring after a repair package costing almost pounds 650,000.

The Oscott ward committee received an apology on the subject from Kevin Duffy Kevin Thomas Duffy (born 1933) is an American lawyer and currently a senior judge on the U.S. District Court for the Southern District of New York.

Duffy graduated with a Bachelor of Arts degree from Fordham College in 1954 and with an LL.

The library was forced to close because of health and safety concerns, which included glass slipping out of skylights, water leaking and plaster falling from the ceiling.

Workers carrying out the repairs also found more problems, including asbestos, electrical failings and wet and dry rot.

The council also had problems with the fire-alarm system and the listed-building status, while the authority needed to replace the roof and window coverings.

Mr Duffy said: "Unfortunately, it is taking longer than anticipated to sort out and the likely reopening date is Spring 2010.

 the necessary documents. In addition, the building is Grade II listed and we had to consult with English Heritage.

"The budget for the scheme is pounds 615,000 plus pounds 30,000 for essential works under the Disability Discrimination Act. We have taken the opportunity that the building work offers to look at the internal layout and access for disabled people.

It was remade in 1997 as part of the revived The Outer Limits series with a minor title change.  to see how we might re-arrange things in the future to make better use of the space.

"The feasibility drawing is now on show at Kingstanding Library. It offers some options for the future, but we hope to be able to make initial improvements in the adult library as part of our capital scheme.

"Some people have requested more study space and better spaces to relax and browse. We would encourage residents to visit Kingstanding Library to view the proposals for the library."
