City issues RFP to redevelop Staten Island colony.

New York City Economic Development Corporation (NYCEDC) is a non-profit local development corporation that promotes economic growth across New York City's five boroughs.

) has issued a request for proposals (RFP (Request For Proposal) A document that invites a vendor to submit a bid for hardware, software and/or services. It may provide a general or very detailed specification of the system.

) for the purchase and redevelopment of a portion of Farm Colony in the Willowbrook area of Staten Island.

The bucolic site within the Farm Colony-Sea View Hospital Historic District features open fields, a large wooded area and 11 historically significant but deteriorated buildings built between 1904 and 1939. The site is to become home to a post-secondary educational institution.

The RFP follows a Request for Expressions of Interest (RFEI RFEI Request for Expression of Interest ) issued by EDC in January 2005.

"The reuse of Farm Colony's historic buildings represents a challenging development opportunity with tremendous potential for an educational facility in the heart of Staten Island," said EDC president Robert C. Lieber. "We are pleased to be moving forward with plans that create a post-secondary education campus that respects the history and beautiful natural environment of the site and the character of the surrounding neighborhood."

Development of the site must be consistent with the conceptual reuse plan outlined in a 2002 study performed by Paige Ayers Cowley Architects that will be made available to respondents through the RFP process. The reuse plan divides the entire area into three zones. Zone A consists of 25.7 acres and will be preserved as open space under the jurisdiction of the Department of Parks and Recreation.

Zone B consists of 23.4 acres and contains the site's historic core that includes the existing buildings. Zone C consists of 16.2 acres along Walcott Avenue and is available for new development. The RFP site includes a small portion of Zone A and all of Zones B and C.

New York City Department of Parks and Recreation The City of New York Department of Parks & Recreation is the department of government of the City of New York responsible for maintaining the city's parks system, preserving and maintaining the ecological diversity of the city's natural areas, and furnishing recreational  additionally has jurisdiction over roughly 25 acres located adjacent to the development site in the southwestern portion known as the Great Swamp, which is not part of the site.

Development plans must include the rehabilitation and adaptive reuse of the buildings in Zone B and may use Zone C for new development. A unified post-secondary education campus and the new development should be sensitive to the site's location in a Special Natural Area District, its setting within the Staten Island Greenbelt For other uses of Greenbelt and Green belt, see Green belt (disambiguation).

Farm Colony was established in the mid-19th Century to provide room and board to the local indigent indigent 1) n. a person so poor and needy that he/she cannot provide the necessities of life (food, clothing, decent shelter) for himself/herself. 2) n. one without sufficient income to afford a lawyer for defense in a criminal case.  population in exchange for labor. It served a declining population until 1975 when the remaining residents were moved to the adjacent Sea View Hospital and the facility ceased operations. New York City's first landmarks legislation was enacted in 1965, prompted by the demolition of the original Pennsylvania Station,

Proposals should also include a Minority and Women-owned Business Enterprises and Local Hiring Utilization Plan, as well as a Green Building Plan to maximize the sustainable performance of the development.
