City invites ideas for Red Hook waterfront make-over.New York City Economic Development Corporation Overview New York City Economic Development Corporation (NYCEDC) is a non-profit local development corporation that promotes economic growth across New York City's five boroughs. (EDC EDC See: Export Development Corp. ) issued a Request for Expressions of Interest (RFEI RFEI Request for Expression of Interest ) for the development and operation of the Atlantic Basin, a 17-acre, centrally-located, protected body of water in New York Harbor New York Harbor, a geographic term, refers collectively to the rivers, bays, and tidal estuaries near the mouth of the Hudson River in the vicinity of New York City. This is sometimes construed in the sense "the Ports of New York and New Jersey". formed by Piers 10, 11 and 12 on the Red Hook waterfront. EDC is seeking uses that include, but are not limited to, water-borne transit, maritime support services support services Psychology Non-health care-related ancillary services–eg, transportation, financial aid, support groups, homemaker services, respite services, and other services , marine repair and refit, and recreational marina uses. A key site along the Brooklyn waterfront, the Atlantic Basin presents a unique opportunity to introduce new activity and employment opportunities in New York Harbor. "Revitalizing Brooklyn's waterfront with maritime activities and public access is a high priority for the Bloomberg Administration," said EDC Interim President Joshua J. Sirefman. "The goal of this RFEI is to identify potential uses for this unique asset that will complement other projects in the area, including the adjacent Brooklyn Cruise Terminal The Brooklyn Cruise Terminal is one of three terminals for ocean-going cruise ships in the metropolitan New York City area. Located at Red Hook Pier 12 at Pioneer Street in the Red Hook section of Brooklyn, New York, the terminal opened on May 2, 2006, with the arrival of the RMS , industrial marine operations at Sunset Park, and Brooklyn Bridge Park The future Brooklyn Bridge Park will be the first major new park development in Brooklyn since Prospect Park was built 135 years ago. It will stretch 1.3 miles along the East River from Atlantic Avenue to just north of the Manhattan Bridge. ." Piers 7 through 12 are the subject of an overall planning effort intended to sustain and enhance Red Hook's maritime identity with the introduction of new economic development opportunities, improved transportation on water and land, new waterfront access, and strengthened connections between upland neighborhoods and the water's edge. While the RFEI is focused on the use of Atlantic Basin, respondents are also invited to propose ancillary uses to be located on Pier 11, or elsewhere within the vicinity of Piers 7 through 12. Piers 11 and 12 are currently leased by EDC from the Port Authority, and the City proposes to assume ownership of Piers 7 through 12 following completion of a public planning process and required approvals. The RFEI is not intended as a formal offering for the site. EDC intends to work with selected respondent(s) to develop a Preferred Development Plan and subsequently dispose of the Site by long-term lease. There will be a site visit on Tuesday, June 27, 2006.
