unanimously approved an application to facilitate the construction of a 515-unit senior living project on a 50-acre, city-owned site in central Staten Island Staten Island (1990 pop. 378,977), 59 sq mi (160 sq km), SE N.Y., in New York Bay, SW of Manhattan, forming Richmond co. of New York state and the borough of Staten Island of New York City. .

The project, known as Seaview Senior Living, was filed with the City Planning city planning, process of planning for the improvement of urban centers in order to provide healthy and safe living conditions, efficient transport and communication, adequate public facilities, and aesthetic surroundings.  Commission by Herrick, Feinstein's Land Use and Zoning Group on behalf of two not-for-profit development groups, the Saint Frances DeSales Development Corporation and the Metropolitan New York New York, state, United States

The organizations were selected by the City's Economic Development Corporation to undertake the development.

The Seaview Senior Living project will be targeted to moderate-income Staten Island residents and will accommodate a vital need for senior housing in the Borough.

The project will include a combination of assisted and independent living units and will be marketed initially to Staten Island seniors. Since the application includes the transfer of nearly two-thirds of the site to the Parks Department, the project will also contribute to the preservation of open space and the expansion of the Borough's inventory of publicly accessible spaces managed by the Parks Department.

"Staten Island has a greater proportion of senior residents than the other Boroughs and its senior population is expected to grow rapidly over the next decade," remarked Mark A. Levine, head of the Land Use and Zoning practice at Herrick, Feinstein LLP LLP - Lower Layer Protocol .

"Many Staten Islanders are forced to look outside the Borough to find affordable senior housing. We are thrilled to assist in changing that."

The project was approved by the Staten Island Borough President and the local Community Board and ground breaking is expected in late 2004.
