City Leaders React to Senate Republican Proposal.

Complimenting Senate Republican leaders for offering an alternate Senate budget plan yesterday, leaders of the League of California California (kăl'ĭfôr`nyə), most populous state in the United States, located in the Far West; bordered by Oregon (N), Nevada and, across the Colorado River, Arizona (E), Mexico (S), and the Pacific Ocean (W).  Cities reacted to the plan today with caution and praise for parts of the proposal.

"For city leaders, the most exciting and positive part of this plan is the call for a constitutional amendment to protect local funds from state budget raids in the future," said John Russo, President of the League and Oakland City Attorney. "The state has been balancing its budget since 1991-1992 by taking local funds and cutting local services. This practice is unfair to Californians who expect strong local public safety services, clean parks, and functioning libraries. It is time to put an end to to destroy.

Chris McKenzie Chris McKenzie (born March 17, 1982 in New York, New York) is an American football cornerback who plays in the National Football League for the Houston Texans. He played college football at Arizona State University. , League Executive Director, indicated the League would continue to study other proposals in the plan for an unallocated local government contribution and for the elimination of mandates and the associated reimbursements from the state. McKenzie said, "We need to see more details on these proposals in order to understand them better. Since local governments have been net donors to the state over the last four years, we have understandable reservations about contributing more. If the legislature is serious about a constitutional amendment to prevent this from ever happening again, there might be some room for discussion."
