Cities reacted to the plan today with caution and praise for parts of the proposal. "For city leaders, the most exciting and positive part of this plan is the call for a constitutional amendment to protect local funds from state budget raids in the future," said John Russo, President of the League and Oakland City Attorney. "The state has been balancing its budget since 1991-1992 by taking local funds and cutting local services.
