City Center Plan Approved: Redevelopment Tools Critical to Downtown Revitalization.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  gave final approval for a downtown redevelopment project that could generate up to $2.4 billion in revenues over 45 years. The revenues that finance the redevelopment project come from new or increased property taxes that occur as a result of redevelopment induced new development.

The City Center project area covers 879 acres in the eastern and southern quadrants of Downtown Los Angeles Downtown Los Angeles is the central business district of Los Angeles, California, located close to the geographic center of the metropolitan area. The goals of the City Center project are to create downtown housing, assist homeless service providers, preserve historic buildings, and generate jobs and economic development. The plan is expected to create approximately 12,900 new units of housing -- at least a quarter of which would be affordable to low and very low income households -- and up to 6.7 million square feet of new commercial and industrial development.

Property Tax Increment To add a number to another number. Incrementing a counter means adding 1 to its current value.

The chief funding resource for the CRA is a pay-as-you-go financial tool called tax increment. The CRA has no taxing authority. When a redevelopment project is established, the city, county, school districts, and other taxing agencies continue to receive the same property tax revenue that flowed in the year before the onset of redevelopment. Taxes levied against the difference between the original tax base and expanding tax bases is called tax increment. New development, spurred by redevelopment activities generates new tax revenues. The CRA reinvests the new tax increments into the same geographic area of the redevelopment project area. Without redevelopment, it is unlikely that property taxes would increase because private development and investment does not occur in blighted areas since there is great financial risk.

Property values on blighted property can remain flat or even decline for decades without redevelopment. This has been the case in the parts of downtown Los Angeles that are now designated as the City Center Redevelopment Project Area (City Center), which includes parts of South Park, the fashion, jewelry jewelry, personal adornments worn for ornament or utility, to show rank or wealth, or to follow superstitious custom or fashion.

Some specifics of the City Center Plan include:

-- Retention and expansion of existing industrial uses and development of new
industries -- $45 million

-- Public parking to provide safe and convenient facilities -- $40 million
