Citizens Utilities to Invest in D&E Communications.

: CZN) announced today that it has entered into an agreement with D&E Communications, Inc. (Nasdaq: DECC DECC Duluth Entertainment Convention Center (Duluth, MN)

) in which Citizens will purchase up to 1.3 million newly issued shares representing approximately 18% of D&E Common Stock.

The net cash proceeds to D&E will be used primarily for the construction of its PCS (1) (Personal Communications Services) Refers to wireless services that emerged after the U.S. government auctioned commercial licenses in 1994 and 1995. This radio spectrum in the 1.  wireless communications system. D&E previously announced that it intends to enter into a joint venture with Omnipoint for the construction and operation of a PCS system in the Harrisburg, Lancaster, Reading and York-Hanover areas.
