Citizens Utilities to Invest in D&E Communications.STAMFORD, Conn.--(BUSINESS WIRE)--Nov. 4, 1997--Citizens Utilities Company (NYSE NYSE See: New York Stock Exchange : CZN) announced today that it has entered into an agreement with D&E Communications, Inc. (Nasdaq: DECC DECC Duluth Entertainment Convention Center (Duluth, MN) DECC Defense Enterprise Computing Centers DECC Distance Education Coordinating Council DECC Danish-Estonian Chamber of Commerce (Tallinn, Estonia) ) in which Citizens will purchase up to 1.3 million newly issued shares representing approximately 18% of D&E Common Stock. The net cash proceeds to D&E will be used primarily for the construction of its PCS (1) (Personal Communications Services) Refers to wireless services that emerged after the U.S. government auctioned commercial licenses in 1994 and 1995.
